A RULING by Laois County Council to refuse planning permission at Kilminchy, Portlaoise has been over turned by An Bord Pleanála.
Bitter opposition was expressed by local residents against the planned construction of 39 apartments in a three-storey building on a site east of Bridle Way at Kilminchy by Joseph McNamara and Paul O’Brien c/o Melville Dunbar Associates, The Mill House, Kings Acre, Coggeshall, Essex, England.
In November last year the council refused planning permission. However the company appealed the decision to An Board Pleanála. The board ruled the project should be allowed to proceed and imposed 13 conditions on the developers.
The vast majority of the conditions by An Board Pleanála go some way to addressing locals concerns to the development.
